Measured:

- P19 eight-band series: 215 points. Grid holds 288 slots; 214 grid samples present (≈74% coverage) plus the 06:01Z latest observation (id 17824, completeness 8/8, freshness 265 s at generation). Two gaps: 07:05–09:40Z (32 slots) and 23:15Z–02:40Z (42 slots).

- `raw_values_are_authoritative: true`; no display-normalized values were included in the package.

- P20: exactly one panorama snapshot, 261004_060231 at 06:02:31Z — 12,500 points, 5 kHz–62.5 MHz at 5 kHz spacing, 13.19 s scan, completeness 1, 12,431 valid bins (69 DC-hole bins excluded). All file hashes verified; Power A and Power B valid-bin masks identical.

- FT8: 870 recorded minutes (first 09:44Z Oct 3, last 06:01Z Oct 4), 750 active minutes, 6,372 declared decodes.

- Environmental feeds both status OK (cache HIT, ~199 s old). BOM data is Australian-regional context, not a local geomagnetic measurement. Open-Meteo values are model grid-cell context (cell ≈440 m from site), not a co-located station.

Derived: coverage arithmetic (288−214=74 missing slots) and gap durations are deterministic from the supplied timestamps.

Interpretation: the dominant organisation across bands within this window separates three readings: low bands (160m/80m) track one regime, mid bands (40m/30m/20m) another, and 17m/15m a third that shows the largest swings (26+ dB). 10m shows the least absolute variation but isolated excursions. These are descriptions of this window only; the contract's `rf_classification_permitted: false` forbids labelling any of these states.

P20 wideband evidence

All content below comes from the single snapshot 261004_060231 and its deterministic feature set (`features_are_deterministic: true`). Power A and Power B have no defined physical meaning in this package and are treated only as two parallel measurement channels. A single observation supports no statement about change over time.

Strongest peaks: in A, the top 8 of 12 listed peaks sit between 0.51 MHz and 1.6 MHz, plus one bin at 17.615 MHz (−28.14 dB rel, +37.8 above global median). In B, the top peaks sit at 85 kHz and across 0.17–0.565 kHz-ordered low frequencies, plus four bins in the 15.32–15.71 MHz region.

Interpretation (flagged as such, not classification): the 160m window is the only window with a bin exceeding median+6 dB (1 of 41, at 1765 kHz); window peaks in A on 20m and 17m sit on the FT8/nearest configured centre bins. The A-channel 0.5–1.6 MHz cluster and the 17.615 MHz peak are frequency locations only — the package contains no source identification, and `no_rfi_classification: true` applies. That 17.615 MHz is also used by standard-time-signal services is external world knowledge, unverified here, offered only as a reason to keep the observation non-attributed.

Derived: band rows sum to 6,360 decodes vs the declared 6,372 — a 12-decode discrepancy not resolvable from this package. Per-band active minutes sum to 1,632 against the 750 overall figure because a minute active on multiple bands is counted per band; the two totals are not directly comparable. No 160m row appears in band_activity.

Recent-decode descriptions (last 20 listed, 05:59:45–06:01Z Oct 4): 20m decodes include JE1LES/JE1LET (PM95), YJ8RN (no grid), VK4BPK (no grid); 15m include JR3REX/JA3KVT/JH3FHQ (PM74), BH3NZN (ON90), JF3SFK (PM75); 17m includes JF1RDH (PM95), JA8RHU (QN04). DT values are 0.07–0.70 s. Per contract rules these are decode metadata only: SNR values support no inference about distance, path quality, proximity, or propagation mode, and FT8 is explicitly not a propagation claim.

Historical-reference status

Measured: 16 candidate reference cycles near the 06:01Z centre; 12 QUALIFIED (Sep 21–24, Sep 26–Oct 3), 4 REJECTED (2 empty: Jul 23 2025 and Sep 19/25; Sep 20 failed centre/left-bin tests). However the package itself reports `maturity_status: UNQUALIFIED`, `classification_permitted: false`, `rf_state: INSUFFICIENT`, `anomaly_status: INSUFFICIENT`.

The contract's maturity rule states Q≥4 has not yet been qualified as sufficient, and D1 RF history is keyed by station_id and time, not by test-site coordinates — historical maturity is not location-stratified. Consequence: no baseline-relative statement is admissible in this report. All comparisons in the next section are within-window only, and any day-over-day remark is descriptive, not a deviation-from-reference finding.

Notable measured changes

All magnitudes are deterministic differences computed from the supplied points (median-to-median across labelled phases, or adjacent-sample steps). No classification labels are applied, per `anomaly_classification_permitted: false`.

1. Oct3 09:45Z step up (gap-spanning; previous sample 07:00Z): 30m +10.9, 17m +11.4, 15m +10.6, 40m +7.6, 20m +7.6, 80m +6.4, 10m +5.7 dB rel; 160m unchanged (+0.4). Sustained ~80 min (09:45–11:05Z).

2. Oct3 11:10Z partial reversal in one adjacent step: 20m −9.1, 17m −8.8, 30m −7.6, 10m −7.5, 15m −6.9, 40m −4.9 dB. 80m and 160m held their higher levels. Series then settled to the 11:30–19:15Z plateau.

3. 10m isolated one-sample lifts: +6.5 dB at 11:25Z, +4.5 dB at 19:05Z (each recovered next sample); and a +6.3 dB lift at 20:35Z sustained ~15 min before stepping back.

4. Oct3 19:20Z modest step down: 15m −3.1, 17m −2.4, 20m −1.2 dB relative to the plateau; persisted through the 23:10Z gap boundary.

5. 160m single-sample dip at 21:05Z (−6.7 dB, recovered).

6. Oct4 02:45Z, first samples after the 3h35m gap: every band at or below its pre-gap phase median — 160m −23.6, 80m −17.3, 15m −16.6, 17m −14.3, 40m −9.0, 10m −2.2, 30m −3.5, 20m ≈0 dB. This comparison straddles the gap; the material uncertainty is that changes within 23:10Z–02:45Z are unobserved and cannot be excluded from this step.

7. 160m on Oct4: a +11.0 dB two-sample spike at 04:00–04:05Z that decayed back, then a sustained step at 05:05Z (+11.1 dB) that held ~−67.5 dB rel through 05:50Z; 17m lifted ~+2.6 dB from 05:25Z.

8. Final three samples (05:55Z–06:01Z, 15:55–16:01 local): 10m +9.3 dB step, 80m +4.9, 20m +4.2, 15m +1.9; 17m/40m essentially unchanged. Window too short to characterise; flagged as the freshest open item.

9. Descriptive day-over-day at comparable local-afternoon hours (Oct3 16:05–17:00 local vs Oct4 15:05–15:50 local medians): all eight bands lower on Oct4 — 15m −15.3, 17m −11.8, 160m −11.1, 80m −10.6, 40m −7.2, 10m −4.0, 30m −2.2, 20m −1.9 dB. This is a single-anchor comparison (no qualified reference exists) against a one-hour local offset, and 160m partially recovered by 05:05Z; it is stated as measurement description only.

Cross-source observations

- Temporal adjacency: FT8's first recorded minute is 2026-10-03T09:44Z; the eight-band step-up episode begins at the next sample, 09:45Z. The contract fixes FT8's role as observational evidence only — this is co-occurrence in time, not a cause, and not a propagation statement.

- At the close of the window (05:55–06:01Z) the 10m/20m/80m lifts coincide with live FT8 decodes on 20m and 15m at the same minutes. Same caveat: coexistence, no causal claim.

- P20 vs P19: the 160m P20 window median in channel A (−46.6 dB rel, snapshot 06:02:31Z) is 14 dB above the P19 160m reading at the adjacent sample 06:01Z (−65.7 dB rel). These instruments have different bandwidths, aggregation, and uncalibrated references; no reconciliation factor can be derived from this package. Treated as unquantified cross-instrument inconsistency, material uncertainty noted.

- Space weather context (BOM, regional, not a local measurement): A=5 (valid Oct3 00:00), K=3 (valid Oct4 03:00, analysed 05:59Z), Dst reported as "20" (valid Oct4 05:35; the package does not define the sign convention — ambiguity flagged), no active alerts, one magnetic warning issued Oct3 01:47Z: coronal-hole cause, G1 forecast for Oct4. Oct4's lower readings fall inside the warning window; the contract explicitly makes environment context, not proof, and no causal link is asserted.

- Solar geometry at 06:01Z: elevation +31.1°, azimuth 275°, declination −4.4° (analytical approximation). Time-mapping only [derived]: episode 1 occurred at local 19:45–21:05 (night), Oct4's low plateau at local 12:45–15:50 (day) — so the gap-straddling step in item 6 crosses a day/night boundary, and diurnal-cycle explanation cannot be separated from it with a single anchor day.

- Local meteorology: 21.5 °C, partly cloudy (67% cloud), 104° wind at 11.7 km/h with 36.4 km/h gusts — model grid-cell context; no association with any RF feature is evidenced.

What cannot yet be concluded

- No anomaly, "quiet/noisy/stationary", RFI, or RF-state classification anywhere in this report: `rf_classification_permitted=false`, `anomaly_classification_permitted=false`, P20 rules `no_rfi_classification`/`no_anomaly_classification`, and reference statuses are INSUFFICIENT. Display-normalized values were absent from the package, so no normalization-as-anomaly-score risk arose, and none was applied.

- Cause of the Oct3 09:45–11:10Z rise-and-partial-reversal episode: propagation change, local emitter activity, or receive-path behaviour cannot be distinguished; there are no direction, mode, or per-bin observations for those minutes.

- Whether the Oct4 all-band reduction is a persistent site condition or diurnal/sampling artefact: the 23:15Z–02:40Z gap hides the transition, the first observation resumes at local midday, and no qualified historical baseline exists (12 qualified cycles are not sufficient per the contract's maturity rule; history is also not location-stratified).

- Physical meaning of Power A vs Power B, and whether the A−B difference is diagnostic: semantics undefined by contract; peaks at 1765 kHz, the 0.5–1.6 MHz A-channel cluster, the 85 kHz B peak, and the 15.3–15.7 MHz B peaks cannot be attributed to any source, service, or class.

- Anything about transmitter distance, path quality, station proximity, or propagation mode from FT8 SNR values or decode grids — barred by contract, including for the apparent Japanese/Chinese/Fiji grid metadata and the 80m high-mean-SNR rows.

- Whether the final 05:55–06:01Z multi-band lift is the start of a transition or an isolated excursion: only three samples exist at report time.

- Resolution of the 12-decode FT8 reconciliation difference and the Dst sign convention: the package lacks the fields needed.

- Configuration advice is out of scope by rule; the open items above are evidence gaps (continuous coverage across both gap windows, an approved reference baseline, and P20 repeat snapshots for time comparison) rather than setup recommendations.
